To prevent the fire in Ballad of Ramblin’ Frank in Updaam in Deathloop, follow all the 5 cables one by one to their respective power boxes located throughout Updaam and shoot the power boxes to destroy them.

After you do this for all 5 power boxes, Otto’s fireworks machine will no longer catch fire.
