To meet up with Kenji at the crossroads in The Broken Blacksmith in the Ghost of Tsushima follow the cliff on the left until you get to some tall grass and let the Mongols pass.

Keep following the cliff until you get to more tall grass and let the next patrol pass too.

Keep going straight over the hill until you get to the crossroads where you meet Kenji.
