To get past the wall to find evidence of Scrambles in The Hundred Hands of Chaos in South Park: The Fractured but Whole enter investigation mode and highlight the windmill. Select the kite icon and go to the highlighted area and follow the button prompts:

Highlight the windmill and select the kite icon to get past the wall.

Walk to the right ladder and climb down the ladder. Enter investigation mode and use Snap N Pops to drop the ladder down:

Throw Snap N Pops here to drop the ladder down.
