To shut down the electric fence follow the wire that comes from the top right corner of the hut:

Follow this wire to the electrical fuse box to shut down the electric fence.

Jump up to the roof it leads to by going up the lower platform in front of it:

Jump to the roof of this building to get to the electrical fuse box to shut down the electric fence.

Then shut down the electrical fuse box.
