To find the entrance to the building that contains the safe and in which you have to shock the cameras and safe go to the front of the building you are standing on. There is a lever next to the shutter:
Lever to Open the Door in Nova? No Problem
To shock the cameras and safe all at once stand in about the middle of the room and let the enemies that spawn kill you shield:
Stand here to shock cameras and safe all at once
Then you will be able to get to the safe.

What happens if you sold the shield with the Nova ability?
Go back to the vendor and buy it back. Otherwise you have a problem that I don’t know how to fix.
Yup. Same problem I had, and I can’t buy back the shield. I guess we’ll just have to wait until we can buy/find another Shock Nova shield. Won’t take forever, but a bit of a pain in the ass.
