The USR Sniper Rifle is a bolt action rifle. Compared to the L115, which is the other bolt action sniper rifle, the USR has better accuracy, range, fire rate and mobility. However it’s damage is lower. The USR is deadly from the waist up, even though it is not as strong as the L115.

USR Best Strategy
As a sniper rifle it is incredibly good at long range combat. Since the USR has high mobility you can also use it in a setup where you scope up quickly at short range to kill enemies, also called quick scoping.
To be able to use the USR to its full potential find positions of the map that overlook areas that the most enemies will be in. Use cover to your advantage by using the outskirts of the map to move around.
USR Best Soldier Setup
The attachments that I found to be most useful are Armor-Piercing and the Variable Zoom Lens. Armor Piercing increases the damage of the USR and helps you shoot through thin cover. The Variable Zoom Lens makes it easier to aim at longer ranges. Both these attachments are good for both long range sniping and quickscoping.
Use perks that help you move faster and ract to enemies quickly. Ready up brings up the USR faster after sprinting. Agility, which increases your movement speed, lets you change position more rapidly. Quickdraw will reduce the time it takes for the scope to come up, which is vital for quickscoping. Use Focus to reduce idle sway whilst sniping at long ranges. Focus will also reduce the flinch when you get shot.
In summary the USR can be both a good long range weapon and close combat gun. The perks equipped will allow you to both take out enemies from a distance as well as get up close and personal to secure kills.
First off, both rifles have equal damage at 98 meaning the l115 has different OHK.. second armor piercing is just the new fmj (useful for cover Penetration not increased power)
Better range? Every sniper has infinite range . . .
All bullets have a range. At some point all bullets fall. However having better range means it will fall( lose trajectory) farther. A measure of range here is also more about level of damage at a certain distance.
