To deactivate the scrambler at the industrial district comms tower break the device on the platform below the comms tower:

Then drop down to the right of the tower and disable that device too:

Go back up to the tower and you can enter the tower. Use the cryptographic sequencer to deactivate the scrambler at the industrial district comms tower.
