You find the Well of Tears in Shantytown. To complete it you have to use the weights to lower and raise the platform and then use the platform to get to the end.

Throw three canisters onto the platform:

It will start to drop. Go down to the lower area and pick up one of the canisters from the platform. Run back to the top near the fire with the canister and jump to the platform:

Pull yourself up and jump to the ledge to the left. Once you have gone to the top and looted the golden chest you will have raided the well of tears.
